So the nether is now kinda like the top of the overworld so how about the end becomes the mining layer it could even be the deep slate part with a new dimension being the middle layer and what could be done is either the end ore becomes like Redstone and can be the Redstone signal can be transported farther if it was like lapis u would get better enchants emeralds would be better villager trades and then the rest is armor but that probably wouldn't be added
