Increase Deepslate Level For Summer Update

Since the 1.17 Update will have 2 Releases, And the new World Height will be in the Holiday Release, For the summer update, Change the deepslate spawn level for the Summer Update! Then change it back for when the new World height gets added

    Deepslate already generates in blobs between Y-level 0-16.
