Let's make grinding Wither Skulls interesting

That may be a nice idea to add a tool that is relatively hard to find, but it will increase the frequency of Wither Skulls droping. I think about some kind of uncraftable half-golden half-netherrack axe which will be found with little durability, so you will need to collect them and then combine together. I would recommend giving Brutes this weapon, and maybe add a fair chance to spawn with looting, so at looting 3 this axe will have about 10-15% chance of dropping wither skulls. This axe is quickly breakable and no enchants can be put on it by a player. Personally, this thing is the most balanced decision here because it is not farmable and will not really economy plenty of time, but will make the process more entertaining.

We can think of more usefulness for the axe, for example it will attract piglins while in hand or it may increase numbers of resourses that piglin trades for gold if this piglin wields that axe.

We can also add a new achievement given when a player kills a Wither Skeleton with this axe and the Skeleton drops a skull.
