Differentiate Between Mountain Mining and Deep Mining

The idea is to create different mining experiences, when digging in mountains. Such that ores like coal and gold(or others that the developers so choose) are more common in mountains than under ground. This change would encourage players to have multiple mines, some in mountains others deep under the earth. You could even go as far as to say that ores in mountains are uncommon, but ore veins are more common. So that finding ores in mountains could be harder, but once the ore is found it is much more likely to be an ore vein.

  This is practically already present. There are huge amounts of Iron and Emeralds at the peaks of mountains, and the most Coal is present at Y-level 136. You can look at the ore distribution chart on the Minecraft Wiki.
