Bamboo is used to make scaffolding, very useful for building. They generate in large quantities in Bamboo Jungles, which in turn only generate in Jungles, so bamboo is hard to come by.
If bamboo generated in their own little pockets in Lush Caves, it would make bamboo and its products so much more accessible. After all, tall grass grows in Lush Caves and bamboo is just a type of tall grass. Even if Bamboo Thickets are uncommon, they'd still have a chance of generating wherever a Lush Cave is.
Its important that bamboo doesn't overtake the Lush Caves because it wouldn't be a Lush Cave anymore, just another Bamboo Jungle. Also a cave overgrown with bamboo would make it hard to fly with elytra. Hanging mineshafts can cut through Bamboo Thickets so they hang among the bamboo tops.
