Waves are one of the top suggestions on this site, but many people were unsure of how it would be implemented. Others say it would cause too much lag.
We have sloped water and bubble particles from magma/soul sand blocks. Neither of these cause lag, so why should waves do so as well?
Waves closest to the shore would be smaller and have more bubble particles. Waves in deep oceans would be larger and have less particles.
Waves will generate up to 128 blocks away from land. If you see waves, that means land ho!
There is also a way to control waves, even if it is expensive. Crafting a Riptide Jewel out of 1 Heart of the Sea, 1 Soul of the Storm, 1 Copper Ingot, and 6 Prismarine Crystals will let you control waves. It is a smaller block similar to a conduit, but a 2-pixel-wide copper arrow that goes in the direction you want the waves to go. A Riptide Jewel does nothing until it is struck by lightning or under a lightning rod that is struck by lightning, and then it becomes a charged Riptide Jewel. It will then spread small waves that travel up to 16 blocks. The waves can go farther if you stack Aquamarine Blocks under the Jewel, up to 256 blocks of waves.
Waves move players and items. If you wear heavy armor like iron or gold, they move you less far, which is useful if you are swimming out to sea. Wearing lighter armor like leather or chainmail lets the waves move you more, which is good if you are swimming back to shore.
