DYES: A glow ink sac can be crafted into glowing dye. Glowing dye can be crafted with any dye to make glowing [color] dye. EX: Glowing dye + red dye = glowing red dye. Glowing dye can also be crafted with an item already dyed to glow-dye it. EX: Glowing dye + yellow wool = glowing yellow wool.
BLOCKS: Things like wool, beds, concrete powder, concrete, etc. Glow-dyed blocks would emit light level 12. Also, just like it currently is, you can't dye concrete with glowing dye or any colored glowing dye, only concrete powder and make that into concrete.
ENTITIES: Dyeable entities like dogs, sheep, cats, etc. can be glow-dyed. You can either use glowing dye on an entity to make it glow, or you can use a colored glowing dye to both color it and glow-dye it. When an entity is glow-dyed, it will a glowing outer layer similar to a charged creeper. Entities with colored collars, like cats and dogs, will have the glowing layer only around their collar.
LEATHER ARMOR: Leather armor can also be glow-dyed. When glowing leather armor is worn, it will have the gloqing layer around the parts as follows:
Helmet: around the entire head
Chestplate: around chest and arms
Leggings: around where the leggings covers
Boots: around where the boots cover
Having a full set will make the entire entity have the glowing layer. This works with all entities able to wear armor.
ONE FINAL NOTE: Anything that can be dyed and re-dyed/undyed (like leather armor, sheep, pets), and is re/undyed will remove the glow-dye.
