New Minecart mechanics

Minecarts should not drive 8 blocks / second, but 16 blocks / second.
All Minecarts weigh the same, whether empty or full.
Thus, an empty Minecart drives just as far as a chest_Minecart
The powered_rail could have a variable strength.
If a redstone signal of 1 comes in, the minecart gets a speed boost of 1, etc.
If the powered_rail is at 0 then the minecart is braked and loses 4.
Normal rails slow it down by 1.
So you only need one powered_rail in a chunk with a strength of 16 so that the minecart never comes to a standstill.

    I don't think they will make chest Minecraft's and player Minecarts the same speed as that will break some people's builds, but Minecarts are definitely due a speed upgrade.
