At the moment, it is way easier to just grab a potion of water breathing, dive down into some underwater caves, and get all of the rewards, with the worst being the minor annoyance of the occasional magma block.
On the other hand, in the deep slate caves that AREN’T filled with water, mobs spawn in every nook and cranny, and there’s still even less ores!
I propose that the drowned should spawn in the underwater caves, but they would always be armed with iron or gold pickaxes with the chance for a random enchantment. They would also be able to drop clocks. They would do more damage than there over world variants, and could possible be classified as a separate mob.
TL;DR: A new type of drowned to spawn in underwater caves, that hold pickaxes.
