Freezing should also slowdown your mining/attack speed

Freezing currently only slows down your movement speed and after some time you start taking damage, i think that would be cool if it also affect your mining and attack speed since being Frozen would affect your movimentation as a whole not just how fast you can walk! That would make Powder Snow slightly more threatening and unique, as a consequence making Leather Gear more relevant

The way it works could be similar to how Mining Fatigue affects the player currently but taking into consideration the "TicksFrozen"(That has a maximum of 300 ticks currently)! From 1 to 75 "TicksFrozen" your mining/attack speed is affected similarly to Mining Fatigue I, from 76 to 150 similar to MF-II, etc
