A better use for dragon's breath

I don't think lingering potions should be used to make tipped arrows. They are not powerful enough to be an end game thing. I think they should be made somehow on a fletching table, maybe with a splash potion and an arrow. I think Dragon's Breath should not be involved in making tipped arrows. I think Dragon's Breath should be a key to opening a new dimension or spawning the Red Dragon! Spawning in the Red Dragon should involve the bone blocks in the Nether, needing to be collected by a silk touch pick as and then arranged into a dragon formation, throwing a potion of Dragons Breath onto it, spawning the Red Dragon!
