Reduce Drowned spawning (Bedrock)

I think Drowneds in Bedrock are too common. The Drowned should only spawn in oceans and not rivers since Its annoying crossing a river and next thing you get hit by a trident. Drowneds only spawn in Shipwrecks, Underwater Caves, and Ruins however during the night they spawn anywhere in the ocean
