These grates would be blocks through which flowing water, and both types of bubble columns can pas, they'd be the only blocks that can have a spacial overlap with any form of water.
Therefor they'd have an equal amount of block states to actual water +1 being the empty grate block.
The crafting recipe of the iron grate would be 9 iron bars (not ingots, actual bars).
The iron grate block would probably look a bit like an empty spawn cage, but without the red eyes and a lighter texture resembling that of iron bars.
There could also be copper grate blocks that have bigger holes and also allow items to pass through, but no mobs or vehicle.
(In order to make the crafting recipe for these copper grate blocks consistent with the iron ones, the iron grates would either need a different crafting recipe (like a checkered pattern of 5 ingots) or copper bars would have to be added, which would actually make a lot of sense because copper is a resource for building blocks.)
These features would be brilliant for farms and contraptions. But they'd also look grate!
