Blocks mined with tagged tool can only be mined with that tool when placed

Add the ability to in effect lock a block from being mined by anyone except for those with a specific tagged tool. For example create a pickaxe called "Key: Secret Name" where Key: tells the server that it's a special locking pickaxe and mine some stone. Then place that stone somewhere and if someone else tries to mine it with a plain old pickaxe it is unbreakable.

Then to break it you need to use a tool with the original tag used to mine it.
