Glow squids should spawn in water caves and breed by glow lichen, I believe that glow squids should be explained as glowy because they eat glow lichen, and glow lichen prominently spawns in caves. So if they were to be bred with glow lichen, they would spawn in the new underwater 1.17 caves.
