The Problem
To me, enclosed or large aquifers oppose the upcoming Cave Update's objective of introducing caves that are fun and interesting to explore.
Enclosed or large aquifers can be troublesome for players to explore and interact with. If they don't open up into other airy caves or if players don't have the Water Breathing enchantment or a conduit (both of which can be difficult to attain), an enclosed aquifer could easily sour a mining experience. This is even more so for early-game players. The mining speed in water is slow and discourages the mining strategy of digging one's own air pockets. Water is also dangerous and this makes exploration very limited. Overall, enclosed aquifers propose a high barrier to entry that players may not be willing to cross.
The Solution
To eliminate this, I propose that in any: (Enclosed aquifer, Large aquifer, or any Aquifer in general), air pockets be generated either within the water or on the ceiling of the aquifer (of both).The air pockets in the ceiling would allow players to safely explore enclosed aquifers & better encourage players to strategically mine around the aquifer and extract its resources. However, air pockets on the ceiling would be hard to see upon entering an enclosed aquifer. The air pockets within water would give players visible incentive to explore the aquifer safely.
