The Fire Protection Enchantment is been regarded as the most useless armor protection enchantment due to fire resistance potions completely negating fire & lava damage and with armor being able to be enchanted with better protection types. Normal, blast, & projectile protection has a much higher versatility & usability than fire protection, particularly in PVP (player versus player). Fire protection's main use comes when a player has no fire resistance potions while in the nether or falls in lava in overworld (in the overworld a water bucket can be used while of fire or even in a 1 block high lava pool), but it then would render the player vulnerable to attacks from players or mobs (which can be reduced with the other 3 protection types). Also, fire protection is ineffective if a player falls into a lava lake & cant swim out (even though the player takes reduced damage from lava he/she is not immortal to it (fire resistance potions does make the player immortal to lava)).
With the addition of powdered snow and the danger of being sunk and frozen to death by it, buffing fire protection armor by allowing you to take reduced damage/longer time to start taking damage & getting frozen from powdered snow (renaming the fire protection enchantment into climate protection) in addition to the protection from fire & lava allows the fire/climate protection enchantment to be as advantageous as the other 3 protection enchantments, balancing out the enchantment game.
