Phantoms spawn on top of mountains during night and/or thunderstorms

I know that phantoms are very annoying for most players but since the iceologer was voted off in the mob votes the dangers of mountain exploration has been drastically dropped. It would be really cool if phantoms could inhabit the mountains. But ofcourse we would still want players to explore the mountains instead of cowering away from them so having them only spawn on night and or thunderstorms would fix that. But I do prefer it if they spawn on rain/snow instead so the player cant just sleep them away. And rain is less common than nighttime and less rarer than thunderstorms.
