Since this is the caves and cliffs update and the world height was just increased, I feel that this would be a perfect opportunity to fix phantoms while staying true to their design. Phantoms should spawn only at high altitudes and the higher the difficulty, the lower they spawn. And considering the new ore distribution, hunting for emeralds at mountains could consider to be a high risk and high reward. This prevents them from spawning in places that are already polluted with too many mobs(e.g the plains at night.) It also gives you an option to stay low to the ground if you are aware that you've been away from you base longer than 3 days and don't want to reset your spawn point by sleeping.
TLDR: Phantoms should only spawn at high y levels and it will spawn slightly lower depending on difficulty.
