Netherite Pick should mine a bit faster

Sense the new Deepslate not being able to be insta-mined, I feel like the Netherite pick should mine a bit faster so that having haste 2 would make you insta-mine the Deepslate. With haste 1 you can insta-mine stone. The only upgrade the Netherite pick gives you is more durability and fire immunity, while the sword and axe get more damage, why not the pick get more efficiency? Or an alternative, make it so max diamond beacons or Netherite beacons can give you a level 3 effect so we can't have the haste 3 until VERY late game where we will be working on very large projects.
