The concept is rather simple. Similarly to how servers can include a custom resource pack that new users are prompted to download, datapacks should be able to include resource packs/custom assets. The assets would still be handled as a resource pack (so they would be updated through F3 + t, not /reload, and wouldn't slow datapack processes), and new users connecting to a world with a datapack with custom assets would still be prompted to download it.
This would remove the necessity for advanced datapack creators to require users to download the resource and data packs separately, and would more or less prevent users from accidentally breaking the intended gameplay by not loading the custom assets. This feature would greatly improve intuitiveness and ease of use.
