Torch Arrows are necessary because the new caves are far larger and darker than the old ones. This warrants granting the player more powerful light sources specifically for caving purposes, thus we have the torch arrow.
Torch arrows require regular arrows and torches to be crafted using the fletching table. There are 3 variants of torch arrows for the 3 variants of torches: regular, soul, and redstone, in addition to any new torch types that may be added. Of course the regular torch arrows would be for lighting up really large and dark places from a distance, but the soul torch arrows would be an interesting weapon against piglins, and redstone torch arrows would make for some fun new redstone applications.
Torch arrows can be fired from bows or crossbows, and any enchantments that are on either weapon will apply to the torch arrow, except infinity. This largely won't change how they work except for multishot crossbows, which would place 2 temporary torches in addition to the permanent one. Any entity that is hit with a torch arrow will take significantly reduced damage.
Torch arrows place torches upon landing on a surface. This torch is simply a reskinned torch that works just like regular torches upon being placed, and they can even be retrieved and fired again. You can't place torch arrows with your hand though.
