In snapshot 21W05A Hanging Roots were added to the game with no purpose. I propose they allow farmland to be fertilized from beneath. I have always wanted large wheat fields, but dislike the water blocks leaving gaps in the fields. With roots, you could be able to waterlog them and fertilize the farmland above, perhaps in a 3x3 above, depending on the rarity of hanging roots. I think this would be an interesting addition to the game as well as giving a purpose to an otherwise useless block.
