Changes to Drowned spawning

Drowneds spawn Everywhere making the oceans too annyoing. I think Drowned should no longer spawn in Rivers and Only spawn in Shipwrecks, Underwater Caves, and Ruins during the day however during the night they spawn everywhere in the ocean

    The way the drowned spawn is unbearable I can't do anything in the water anymore.
