underwater caves should spawn with higher frequency under oceans.
in the latest snapshot, the frequency of underwater caves was reduced, which I think was a good idea. I think to make things interesting though, their frequency should be somewhat increased if they are under an ocean. I think it makes a lot of sense, would make boats and water-breathing potions a more active part of caving, but could be avoided by just mining under land. I think it could also lead to some cool situations like some sort of cascading waterfall effect all the way from the ocean floor where maybe you would find fish that had make their way down to a pool at the bottom somehow. I think exploring here could be incentivized by also being where most dripstone caves generate (which makes sense logically since stalactites and stalagmites are formed by water drainage), so if you are collecting dripstone for some reason mining under oceans would be the most effective way to do it.
