Prologue:
In the overworld, there is a height limit. Players simply cannot place above it. Rather than this, there will now be a "soft height limit" after which certain blocks will crumble and break. This effect will happen more quickly as you get higher above the soft limit, until the blocks break instantly upon being placed. (Blocks broken in this way will drop themselves, as to not be lost meaninglessly).
The Veil:
A veil is a covering. Specifically, it is a covering for the head and face. As such, this dimension will cover the face of the overworld. It will be a "sky dimension" of sorts, which will be reached by passing above a certain height threshold, whether by flying with the elytra, or whatever other methods players can invent (predictably TNT). In the Veil, normal blocks cannot exist (normally?), but will break when placed -- just as they do when placed too high in the overworld. Rather than being affected by gravity, the player will fly, or rather "swim" around similarly to when in water. However, players' speeds will not be reduced as in water, nor will depth strider take effect. They are not in water. If the player flies down, they will return to the overworld dimension and fall from the sky. The dimension is either 1:1 with the overworld, or 8:1 as to oppose the Nether.
