Modify the "Cannot send chat message"message

Server administrators often get players asking why they can't send chat messages. (Yes, this happens quite often...)

Over time we learned this is because of the chat settings. When the player has set their chat to "Commands Only" it sends them a red message "Cannot send chat message".

This message isn't very clear in stating this is a client side setting.

We, Server admins, would like to suggest to make this message a bit more clear that this is a client setting and that this is not a server side issue. This would help server owners a lot and prevent us from having to repeat ourselves over and over again.

    I strongly vouch for this.

    We get a lot of confused WorldEdit users asking us for help with this message, believing it's a WorldEdit error. They seem to accidentally get into a state where chat is disabled, and due to the confusing message have no idea what's going wrong.
