Make wood tools slower and weaker (Nerf lower-end tool tiers).

Wood tools should be made weaker and a tiny bit slower, making them unable to drop things such as ores and some blocks. Gameplay-wise, this would allow a new tool tier (such as, for example, Copper) to be added without it being too unbalanced. Other tool tiers could be nerfed too.
