In an attempt to overcome the inventory management issues Minecraft is currently facing, I propose a singular change to the inventory mechanics. Instead of having 1 hotbar available and 3 hotbars' worth of inventory space, just make it into 4 separate hotbars which can be cycled through.
On PC/Java, I would imagine using the NUMBER KEYS 1-4 to cycle to a different hotbar, and keeping the SCROLL WHEEL assigned to cycling through the slots in the hotbar itself.
I am unsure whether this change could be implemented on console/Bedrock or not, considering the limited amount of buttons on a controller, although I imagine you could bind it to the current "CRAFTING" or "INVENTORY" buttons (as those two inputs lead to the same interface anyway) and just have it cycle through the hotbars in one direction, from 1-4, and repeat.
I propose that this change would make gameplay smoother without significantly affecting game balance, as the core concept is to reduce time in the interface. However, I believe it would massively positively impact inventory management to be able to use the entire inventory without opening the interface, as then the interface would be used to organize your hotbars and to transfer items into and out of the inventory.
