basic_metal tag to increase uses for copper

Currently copper has few uses, and while I expect more uses will be added in future snapshots, one way to easily increase it usefulness is to add a basic_metal tag for use in Some crafting recipes. For example, pistons, tripwire hooks, lanterns, and the compass could all use either copper or iron without changing the nature of the recipe or item/texture.
