Add Snow as Weather! (Events/Commands)

Snow has always interested me, and I always wanted to see it more often. But it only occurs in high places, like mountains and ice biomes. However, I have an idea for players to see snow more often. The idea is, make it snow in more biomes Biomes: Plains, Taiga (A lot more common in the colder biomes) Forests (Not flower forests). What I mean by this is that they should pop up not too rarely but just be uncommon, and this'll add a bit more diversity to Minecraft.
