Items will register/not register when a separate pack is installed

Items, blocks, or entities will load when you have the dependent pack installed. This can be used when you want to add support for other addons. For example pack 1 adds new types of blocks but you want to make it where if you have pack 2 it will then register the blocks in pack 1

  So in Java edition mods they add support for other mods, for example, Biome's o' plenty adds new wood types, and your mod adds wooden furniture, you can make it where if you have Biomes o' plenty installed it will load the furniture in the new wood types, but not load the new wood types if biome's o' plenty is not installed.
