Riptide II

Riptide II

So, since Riptide propels you through the air, I'm thinking Riptide II causes damage to any mobs you hit while riptiding. And if you hit a drowned, they have a 20% chance, if it kills them, to drop an enchanted item, regardless of whether they can spawn with it. This holds for all sea creatures. However, for non-aquatic mobs, they will always drop one gold ingot.
