Lapis should be given more magic-related uses

Right now, the 2 main uses for lapis lazuli are 1-enchanting in the enchanting table And 2-getting blue dye. But you can get blue dye from flowers, and enchanting tables are very useless after the early game, so after a while lapis becomes completely useless. To change that, lapis should be able to do more magic-related stuff, like crafting new usefull items that break after one/a few uses (for example a lapis anvil that reduces the amount of xp you use for enchanting, but brakes 5 times faster) to encourage the player to get lapis, and expand into minecraft's magic system without feeling to out of place.
