This suggestion attempts to encourage exploration, give uses to fairly useless items, and allow for more items in areas without them being useless.
When applying an enchantment to an item, the enchantment name will be red, and the enchant will not function. To fix this, you must put the item in a smithing table with [2 x enchant level] of the item specific to that enchantment. These enchantment items will all be gathered materials, such as plants, mob drops, or rare underground minerals, from all across both the overworld and nether. The game would not tell you what item you'd need for each enchantment, but all enchantment activation items would have a red name. Some could start out as basic items, but be changed to rarer ones added in future updates, like how leather was originally used to repair elytra.
This encourages players to search for enchant items, learn what is used for each enchantment, and find a way to farm or obtain a large collection of them. When they discover an item with a red name, they should wonder what enchantment it will activate.
