One of the major problems with 1.9 pvp is the slow paced pvp caused by shields. I suggest remedying this by introducing a shield strength system.
A shield will have a strength bar, which is capped at 100 and refills by 20 every second. When the strength bar hits 0, the shield will be disabled for 5 seconds. The strength of a shield will be decreased by hits:
Axe: 25 per hit

Sword: 10 per hit
Dagger: 5 per hit https://feedback.minecraft.net/hc/en-us/community/posts/360076576492-New-Weapon-Dagger
The strength loss will also be multiplied by the following factors:
Attacker is sprinting - +300%
Per level of knockback on weapon - +50%
This will mean that the axe is still the best counter to the shield, however the shield does not all but invalidate other weapons.
