Ever since the glow-squid was announced, I've been dreaming about the possibilities of a neon block.
I know many people were disappointed about glow-squid and their derivative items not being true light sources, but what if we were instead able to put that phosphorescence to good use? In many ways, a range of blocks that "glow" without emitting light could be a much more unique and interesting addition. There isn't anything in the game like it currently - the closest we have is putting a solid-colored map on a backlit item frame, and I don't think I need to tell you how laggy that can get on a large scale. Entities, man.
Combined with the new tinted glass, neon blocks could be used to create mob farms where the inner workings are completely visible at all times! Used in fantasy or futuristic builds, they would be AMAZING for detailwork. Imagine the cyberpunk builds!
It would probably come in all dyeable colors, except maybe black? Given that you can't really give black that light-level ignoring quality the others have. I'd imagine the texture would be fairly flat, too, something along the lines of concrete. I was thinking it could be crafted either by combining a concrete block with a glow sac, or maybe surrounding one dye with 8 glow sacs?
