Glow Squids Inflict the Glowing Effect

If a player swims into dispersed glow squid ink, the player should be affected by the glowing effect. Additionally, the ink sacs should be used in crafting spectral arrows. These additions will add continuity between features that just makes sense. They will also add more functionality and personality to the glow squids.
