When im fishing with a rod in minecraft the amount of time it takes me to actually get dropped a fish is 'broken' compared to the other ways of getting. fish say if i were to jump into the water and start wacking the fish, the amount of time i spent wacking fish is going to be less than the time i spent fishing with a fishing rod. reasons why this is broken: the fishing rod uses materials to craft, still takes longer to get fish rather then wacking. what im trying to say is to either make the fishing rate with a fishing rod higher than wacking the fish in water so it'll be more of an investment to get more fish in the long run or make the rate of getting fish by wacking lower, maybe you won't always be given an 100% certain chance of getting fish. Now you may be thinking but what about the variety of drops that a fishing rod can drop may equalize the 'broken' reasons i am giving. i understand that when you go fishing with a rod there are more valuable things you can catch such as enchantment books etc. although the chances of getting that are extrememely lucky and rare and to be honest most people go fishing for the fish part so it doesn't really equal out. in summary you spend materials trying to get a fishing rod when you can just dive in wack fish spend no materials whatsoever and still come out with more fish and less time spent rather than actually using a fishing rod. now that doesnt make much sense does it. (i hope i didnt sound arrogant or rude during this suggestion)
