Pitching multiple ideas only to scrap the losers is a waste of potential and makes all but one group of the community upset. Instead of voting for WHAT to add, I propose that the votes should be about HOW to add it.
For example, in a hypothetical mob vote where the iceologer is the subject (because it's a good example), the community would vote between 3 proposed drops, and/or behaviors, and/or even names for the mob (similar to the ravager and hoglin).
There could even be multiple votes for the mob, i.e. one for the name and one for the drop, or even multiple mobs (but every mob would be added. Again, the vote isn't for WHAT gets added, but HOW they do). This system should, in theory, make less people upset when their preference doesn't get added, because the mob itself is still there and at least it won't be completely different. It also works not only for mobs, but for essentially any feature.
