Wither Rework

I think that the Wither is a really hard boss, that should get an improvement and be more balanced.

And I have two improvements:

1. The wither heads should have a bigger cooldown between shots.

2. Charged shot. A bigger and more explosive shot that the Wither charges and shoots, the Wither would shoot them infrequently
