Built in unique effect scaling
The built in unique effect of most items is an enchantment at tier 1. This makes sense on default where you don't want the built in effect to make items too overpowered. But on apocalypse this doesn't make any sense. For example: why would I want to have a built in tier 1 dynamo on a weapon that I use on a build where a roll a lot when I could take any other weapon and get tier 3 dynamo instead, which gives double the damage for each stack of dynamo compared to tier 1.
My suggestion is to change so the built in effect is based on item level.
Tier 1 = level 1-35, items you can expect to find on default
Tier 2 = level 36-70, items you can expect to find on adventure
Tier 3 = level 71+, items you can find on apocalypse
