add option to disable global sounds on servers

As there is an exploit which involves using the sound of thunder to track bases on survival servers, especially vanilla servers, most servers have to disable thunder to prevent this, however, thunder is a really big part of the gameplay experience of Minecraft, and the exploit takes it away, a simple fix is to disable global thunder, or add an option to disable it on servers.
