Snow in any biome

I think that snow could happen in any biome (except warm biomes like desert, savanna, jungle and mesa.) Kinda like seasons it has a rare chance to snow in any biome that is within 3 chunks of the player, as it would make collecting snow a ton easier.

    Go to Y 100, and wait for it to rain. It will actually be snowing.

    I know it can snow there but it doesn't
    reach the ground so you cant collect the snow
