Renewable sand is very needed for end-game survival, when players might need very large amounts of concrete.
The proposal is simple: throwing a splash potion of regeneration into a patch of soul sand turns it into regular sand.
In my opinion, there are two strong points to this proposal that make it balanced and interesting:
1. It makes sand renewable, but not in an easily abused manner. An "automated" sand farm would require piglin bartering hall for the soul sand, gold farm for bartering, ghast farm for the ghast tears, a witch farm for bottles, a nether wart farm, and an automated brewing system. This would make it a challenging farm to build for the technical players, and prevent early game abuse.
2. This would also introduce a new mechanic, by turning a non-gravity block (soul sand) into a gravity block (sand). We have the opposite mechanic already (concrete powder becoming solid concrete). Many traps and contraptions can be designed to use this mechanic!
