New Mob settings

This would allow you to more finely adjust the spawn rates of mobs.  There would be 2 sections.  Hostile mobs, and the passive aggressive plus passive mobs.  Then you can slide a bar from

never/every once and a while/slightly infrequent/regular spawn/over frequent/all the time

No, the mobs won't spawn litterly all the time, but a lot of the time.
