Blizzards/snowstorms

It is to my knowledge that when it storms in snow biomes thunder and lightning don't happen, so my idea is that if it does storm a blizzard would occurs instead. Simply if you are caught outside, with out a source of heat (torches, campfires, furnaces, etc) then you will begin taking the effects of Frost Damage. This also has an upside of having another purpose for Frost Damage, outside of powdered snow.

    I have an idea for something similar. You would still get the freeze effect, and a light/heat source would prevent this, but additionally the snow particles would be twice as plentiful, and the rate of snow layers spawning would be doubled, as well as multiple snow layers being allowed to stack naturally during snow storms.
