Dolphins grace extension potion

Hello!

The general idea behind this is the creation of a new potion, which extends the time dolphins grace lasts for the player.  This will enable greater ocean exploration and movement.

    I'm no potionologist, but I'm fairly certain tht using glowstone dust on a potion increases it's length of time. If glowstone dust is used on a blank potion it may just give a potion that, when drunk, increases current potion effects
