Add option to reduce/remove the 0.25 second delay between mining blocks

Mining is a big part in minecraft, and I believe it is an awful decision to have a 0.25 second delay in addition to the normal breaking time, to give you a perspective, a diamond pickaxes can mine stone in 0.3 second, the mining delay almost doubled the mining time. One thing also annoys me is that you can't instant mine log or wood using axes even you have efficiency 5 and haste 2. Considering mining is a big part in minecraft, I hope this delay can be altered by the user. Otherwise, the time have been wasted because of this delay is tremendous.
