Feather Falling End City Loot

I was thinking that it would make more sense if the loot in End Cities has a higher chance of generating with the Feather Falling enchantment. This would make overall sense, mainly because if this is the first End City you have found, and you have never used an Elytra, it would be best if you were equipped with a "safeguard", so to speak. Also, it would make sense in the context of the End Cities themselves. The people who once inhabited the End Cities would most certainly have Feather Falling on their boots if they were Elytra-ing everywhere.
